哈珀:魁北克少数党政府无权讨论独立问题

加拿大总理哈珀6日在温哥华表示,无论魁北克新省长马华怎么想,她的魁人党少数政府并没有获得授权来讨论如何从加拿大分离出去。

他认为魁北克选民只是选择了变化,而非独立。

“I think that anybody who is following this closely will see in these results that Quebec voted for change,” Harper said in his first public comments after the Parti Quebecois grabbed power from the Liberals on Tuesday after campaigning on a platform that includes another referendum on Quebec’s future in Canada.

But the PQ only won four more seats more than the Liberals, falling 9 seats short of a majority. The PQ achieved this narrow minority with only about 32 per cent of the popular vote.

“I think it was pretty clear at the same time that they (Quebec voters) were denying any mandate to pursue the separation of Quebec from Canada,” Harper said. “It is certainly how we interpret it. That is how the government in Quebec will be forced to interpret it one way or another.

“I have indicated to the premier as with all provinces we will continue to be focused on the interest of the Canadian economy. We are certainly prepared to collaborate with any province on these issues and I think that is what the people of Quebec will want from their province.”

Asked again about separating from Canada, Harper replied, “the people of Quebec don’t want that. That was clear. There is no reason to believe from the result that we will face that kind of initiative. I feel quite confident.”

Marois said in her victory speech on Tuesday that an independent Quebec remained one of her top priorities.

Speaking later in French directly to Quebec, the prime minister was forceful.
“There is no mandate to pursue sovereignty,’ Harper said. “I have already spoken with Mme Marois. Our priorities are still the same. The Canadian economy, the creation of jobs and long term economic wellbeing.

“We are prepared to collaborate to pursue these objectives. It is very clear if you examine the results that they will see this, too.”

The prime minister spoke at a meeting sponsored by Bloomberg News. The moderator did not ask Harper about the shooting incident at the Parti Quebecois victory party early Wednesday that left one man dead and another seriously wounded. Journalists travelling with the prime minister, or who were based in Vancouver, had no opportunity to ask him questions.
